ZBA orders traffic peer review for 78-unit housing

Orleans Zoning Board orders independent traffic review of 78-unit Route 6A housing project. The board voted 4-0 to commission a third-party peer review of the traffic impact study for the Preservation of Affordable Housing, Housing Assistance Corporation and Habitat for Humanity Cape Cod comprehensive permit, after residents Stephanie Gaskill and Elaine Baird gathered more than 120 signatures citing a Cape Cod Commission finding of a "44 percent spike in summer traffic" at Route 6A and Route 28. Chair Gerald Mulligan repeatedly reminded a packed room the board cannot consider the project's unit count or affordability, calling the issue outside the panel's "purview." The board also created a seven-member design review subcommittee, including Planning Board chair Debbie Oaks and two Architectural Review Committee members, to address concerns about the height of Building 2 and the massing of Building 1.

The hearing, continued to September 23, runs against a 180-day state deadline.
