Orleans Planning Board flags Executive Summary as lacking urgency ahead of Select Board review

ORLEANS — February 17, 2026 — Orleans Planning Board calls for stronger growth language in draft Comprehensive Plan 2050. The board met in a hybrid special session February 17 to review the final draft of the Orleans Comprehensive Plan through 2050 before a scheduled February 24 presentation to the Select Board. Member Lynne Eickholt argued most forcefully that the plan's Executive Summary lacks urgency and contains no clear statement that Orleans must grow substantially, proposing successive five-year targets for population, housing, and economic development alongside the 10-year housing goal of 350 units already embedded in the plan. Member Mary Wright flagged the omission of any reference to historic preservation in the Executive Summary, and Associate Francesca Galazzi noted that a specific 5-percent-per-year population growth target present in earlier drafts had been removed. The board agreed to strip three pages from the Executive Summary, reorder thematic items by community priority with natural resources first, and add a new item calling for coordinated planning of overlapping community facility needs. Chairman John Ostman said the February 24 Select Board presentation will seek support for sending the plan to Town Meeting, not endorsement of its specific contents.
