Orleans Planning Board Closes Comprehensive Plan Hearing, Targets May Town Meeting Vote

ORLEANS — March 10, 2026 — Orleans Planning Board unanimously closes fourth public hearing on 2025 Comprehensive Plan, advances document toward May town meeting. The board voted 5-0 to close the hearing on the draft Orleans Comprehensive Plan — also called Orleans 2050 — following a presentation by Planning Director George Meservey covering the plan's 110 actions, nine major themes, and three organizing systems across natural, community, and built environments. A town-wide survey drew 569 responses and visioning workshops drew roughly 150 residents during the three-year drafting process. A separate presentation from MassDevelopment's Amanda Newmiller and consultant Victoria Storrs of Storrs Associates introduced District Improvement Financing as a potential economic development tool; preliminary projections estimate that a DIF district aligned with the downtown housing overlay district could accumulate roughly $2.3 million over 10 years in dedicated revenues while leaving an estimated $45.8 million flowing to the general fund. Storrs noted on a preliminary basis her recommendation is that the tool is feasible for Orleans, citing the strength of the town's existing economic development plan and the recent housing overlay district adoption. Regular Member Lynne Eickholt reported separately that a joint Finance Committee and Select Board session flagged significant debt concerns, with the proposed fire station priced at nearly $60 million and Snow Library design funding pushed to fiscal year 2031.
