Orleans Planning Board Advances Growth Incentive Zone Study for Downtown Development

ORLEANS — April 14, 2026 — Orleans Planning Board explores Cape Cod Commission Growth Incentive Zone to boost downtown investment. Assistant Planner Elizabeth Jenkins told the board at its April 14 meeting that current Cape Cod Commission Development of Regional Impact thresholds — mandatory review at 10,000 square feet of commercial space, 30 residential units, or 20,000 square feet of mixed use — could deter the scale of development the town's recently approved downtown housing overlay district was designed to attract, and that a Growth Incentive Zone designation could raise those thresholds within a defined downtown area without requiring Town Meeting approval. Jenkins said preliminary conversations with the Commission had been encouraging. The board also received a Phase 2 zoning modernization overview targeting five categories of bylaw changes — including use-table overhaul and Seasonal Communities compliance — for a potential fall 2026 Town Meeting, and voted 5-0 to release two lots in the Monomoy Lane subdivision from a restrictive covenant, clearing the way for owner Timothy Klink to obtain certificates of occupancy on completed homes at 20 Quanset Road.
