Orleans Board Warns Sewer Holdout: Connect by August 20 or Face Fines

Orleans Board of Health warned a Phase 1 sewer holdout and sharpened oversight of dozens of alternative septic systems at its July 16 meeting. Vice Chair John P. Smith, Jr. told the owner of 8 Old Tote Road, whose compliance deadline passed March 16, 2025, that the board's "patience is dwindling" and that fines will be more seriously considered if no engineering progress is shown at the August 20 meeting.

The board also unanimously approved $1,440 in opioid abatement funds for Orleans Police Department Narcan replacements and authorized health department staff to approve future emergency-service requests up to $5,000 without a board vote, with subsequent notice. Separately, members outlined a four-step enforcement framework, education, show cause hearing, testing requirements, fines, for roughly 80 innovative alternative septic systems across town, many of which are not meeting required quarterly testing or the 19-parts-per-million nitrogen threshold; a compliance letter and educational flyer are expected by the August meeting.
