Zoning Board · Meeting of October 22, 2026

ORLEANS — The Orleans Zoning Board of Appeals continued the comprehensive permit hearing for a 78-unit affordable housing project at the Governor Prince site to November 18. Members Austin Higgins, Sibel Asantugrul and Martin Szeber, with Chair Gerald Mulligan, heard dueling traffic figures: engineer Nathan Brackett of Tighe & Bond kept a 44 percent summer traffic increase even after peer reviewer Michael White of Howard Stein Hudson calculated 37 percent from Cape Cod Commission data, saying "I carried that over from the previous traffic impact study." Water Sewer Superintendent Susan Brown said the town pumped 261,165,400 gallons through September, down only 17 percent despite summer irrigation restrictions. Resident Jim O'Brien noted the same applicants are building 45 units on 16 acres in Brewster versus 78 units on 5.5 acres here.

The board voted 3-0 on a roll call to close public comment before continuing the case to November 18 at 7 p.m.
