Select Board commits to drafting conduct code

Orleans Select Board trains on open meeting law, commits to a code of conduct within a month. Town Counsel Karis led a nearly two-hour session with Town Manager Kim Newman and Assistant Town Manager Mark Reel on charter authority, quorum and serial-communication rules, and public records law, after the board set boards-and-committees training as a yearly goal. Chair Mefford Runyon and the board agreed to produce a conduct-code draft modeled on the Finance Committee's policy in time for a workshop before the September 23 meeting.
Separately, petitioner Charlie Carlson pressed the board on a $300,000 warrant article signed by nearly 200 residents, after staff flagged that its funding source was unspecified. "Rather than have this debated on the town meeting floor, which is something we all would prefer to avoid," Carlson said. The board adjourned at 7:57 p.m. on a unanimous voice vote.
