Herman, and Member Mary V.L. Wright — reviewed a packet of existing and new human resource policies presented by the town's EEO officer, Denise, who said the recommendations were developed in consultation with the town's labor attorney. The board flagged unresolved questions about off-duty recreational marijuana use and ambiguous disciplinary language in the drug-free workplace policy — with Herman suggesting the fix may be as simple as inserting "or" between penalty options — and agreed both issues need a labor attorney opinion before a final vote.

The board also reached consensus on the Environmental Omnibus Policy's fertilizer prohibition, clarifying it applies to "town of Orleans property" rather than all land in the town, and on a revised Veterans Committee charge expanding the panel from five to five-plus-two-associate members and removing a veterans-only eligibility requirement. All three items are headed for a follow-up work session July 1 before formal votes at a subsequent regular meeting.
