Orleans Planning Board Launches Design Guidelines Overhaul After Overlay District Adoption

ORLEANS — January 27, 2026 — Orleans Planning Board takes up design guidelines overhaul spurred by new housing overlay district. The board heard from Planning Director George Meservey and Assistant Director Elizabeth Jenkins at its January 27 hybrid meeting on three connected efforts: a six-month building types guidebook being produced by zoning consultant UTILE to illustrate missing middle housing options under the town's recently adopted form-based code, a refresh of the 2017 design guidelines, and a review of the Architectural Review Committee process. Jenkins framed the work as protection against "the generic, monotonous, typical anywhere USA style design," while Vice Chair Debra Oakes voiced concern that the code had moved the town toward mandates without clear illustrations, saying she had "a little buyer's remorse." Chair John Ostman proposed folding the UTILE typology guide and revised design guidelines into a single unified document, a suggestion Jenkins endorsed. The board also heard that Orleans's Comprehensive Plan remains pending from consultant Tighe and Bond, with a joint Planning Board-Select Board review tentatively set for February 23, and voted 5-0 to approve its January 13 minutes.
