Orleans Planning Board endorses Kenneth Lane lot split, eyes fall zoning overhaul

ORLEANS — April 28, 2026 — Orleans Planning Board endorses a Kenneth Lane lot division and launches a commercial zoning overhaul aimed at fall Town Meeting. At the April 28 hybrid meeting, the board voted 3-0 to endorse an Approval Not Required plan dividing a 74,526-square-foot parcel at 43 Kenneth Lane into two lots for the Higgins Kenneth Lane Realty Trust, following earlier Zoning Board of Appeals approval of a special permit and variance. Assistant Director of Planning Elizabeth Jenkins presented a Phase II zoning modernization plan proposing to collapse more than 100 commercial use-table entries into roughly eight broad categories — including a new "artisan industry" classification and a consolidated "food and beverage service" use — with public hearings targeted for fall Town Meeting. The board also received notice of a Chapter 40B comprehensive permit application filed with the ZBA for 78 affordable and attainable units at the former Governor Prence Motel site at 66 and 76 Route 6A, a consortium project involving POAH, Housing Assistance Corporation, and Habitat for Humanity, with a first public hearing set for May 20. Member Lynne Eickholt reported Finance Committee concerns that combined Phase 4 sewer and fire station debt would push the town's debt-to-revenue ratio near 20 percent, threatening Orleans's AAA bond rating. The board voted 5-0 to cancel its May 12 meeting due to Annual Town Meeting and adjourned at 5:25 p.m.
