Orleans Historical Panel Reelects Chair, Vice Chair

Orleans Historical Commission concludes it can't enforce its demolition-by-neglect bylaw. Building Commissioner Davis told the panel the Chapter 106 provision has no watch list, inspection schedule or clear trigger, and that owner-occupied homes are exempt, calling enforcement "very difficult." Members debated whether to formally cite neglectful owners, with one warning it "would be extraordinarily unpopular" and another pointing to the long-deteriorated Binnacle and a Monument Road house as cautionary examples. The commission instead will compile an informal watch list and pursue a townwide property-tax incentive for preservation work, floated as a rebate of up to 50 percent of renovation costs.
Officers were reelected by voice vote, and members tabled proposed bylaw changes, including extending the demolition delay from 365 to 547 days, until September.
