Water panel defers decision on polluted Bowland Pond

Other Committee · Meeting of August 24, 2026

Orleans water panel finds school septic systems are fouling Bowland Pond. Consultant Ed Eichner of TMDL Solutions told the Marine and Freshwater Quality Committee that wastewater from Nauset Regional Middle School's two leach fields supplies 91 percent of spring phosphorus entering the five- to eight-acre pond, with sediment release pushing summer phosphorus levels roughly four times above the regional threshold. Eichner estimated an alum treatment at $20,000 per application (59 percent average reduction) versus $436,000 per dredging cycle, but said reaching water-quality targets requires 92 percent sediment-phosphorus reduction plus full removal of wastewater and stormwater inputs.

Committee member Ed Hafner said he opposes an interim alum treatment, arguing "the pressure here has to be on getting the wastewater hookup," since the school's sewer connection is not scheduled until 2060 to 2064. The committee voted 7-0 to approve prior minutes and will refer the Bowland Pond findings to the Wastewater Management Advisory Committee.
