Orleans water board reorganizes, codifies abatement rules, and backs Veolia contract extension. The Board of Water and Sewer Commissioners voted unanimously 7-0 on three separate reorganization rolls at its July 15 meeting, reelecting Chair Virginia Farber, Vice Chair Kevin Mahoney, and Clerk Tim Cunahan, while also announcing the promotion of 34-year town employee Sue Brown to Water and Sewer Superintendent. The board voted 6-0-1 to advance Policy 2026-4-15 — a written codification of existing water and sewer abatement practices drawing on models from Brewster and Provincetown — to a public hearing on August 19, after member Mark Burson argued unsuccessfully that the superintendent should be empowered to grant first-time "free pass" abatements without board approval; Brown and Special Projects Manager Mike Salitro responded that state law reserves abatement authority to the regulatory board.

The board voted 7-0 to recommend that the town manager pursue a five-year extension of the operations contract with Veolia, which expires June 30, 2027, and requires a notification decision by December 30 of this year. The board also approved $102,049.37 in compensatory privilege fees tied to a 20-bedroom addition at 24 Canal Road, and member Tim Cunahan briefed the board on a seasonal water rate framework — modeled on Chatham and Provincetown programs charging roughly double summer rates — that could reach the fall town meeting warrant if the town's water asset modeling is completed in time.
