Orleans Select Board sets November 18 Special Town Meeting and advances affordable housing land transfer. The board unanimously voted Wednesday to call a Special Town Meeting for November 18, 2026 — shifting from the originally advertised November 16 date due to a conflict with a One Cape regional event — and set the warrant open from August 3 to September 23. Galligan and the full five-member board also approved a declaration of surplus for 22 Old Tote Road, enabling a property transfer from the Orleans Affordable Housing Trust to the Housing Assistance Corporation under Uniform Procurement Act requirements; Assistant Director of Planning Elizabeth Jenkins noted deed restrictions and regulatory agreements, including "one of the first 120 percent deed restrictions" of its kind, are already in place. The board approved FY26 year-end budget transfers that included an $82,000 fire department salary correction and initial funding for police body-worn cameras, which Town Manager Kim Newman said would otherwise have required a fall town meeting article. A separate unanimous vote amended the 2026 Senior Tax Work-Off Program guidelines, raising the federal 1099 trigger threshold from $600 to $2,000, a change Council on Aging Director Judy Wilson described as removing the last meaningful barrier to broader participation in the program.
