Orleans Finance Committee Defers Toy Library Grant, Seeks Orleans-Focused Proposal

ORLEANS — January 29, 2026 — Orleans Finance Committee defers $5,000 Cape Cod Toy Library grant, wants Orleans programming plan. The committee, reviewing applications against a $200,000 fiscal year 2027 grant budget, agreed Thursday to invite toy library founder Deborah Wilsey to a future meeting with a revised proposal showing concrete Orleans-area programming before any funding is committed — citing the West Barnstable facility's distance of roughly 25 miles and its current service to only two Orleans families as barriers. Committee member Richard White, who visited the facility the previous day, praised its 4,300-square-foot space and collection of approximately 2,000 battery-free toys but said "the distance to me is an issue because it's not a thing that a parent can just say 'let's go over here.'" The committee also heard a detailed accountability briefing from Outer Cape Health Services navigator Jennifer, who reported 40 Orleans-specific referrals between July 1, 2025 and late January — 24 internal, 11 from police and probation, five from community partners — and warned the committee that projected federal 340B rebate program changes will cost Outer Cape Health an estimated $1.2 million this year.
