The Board of Water and Sewer Commissioners voted 6-0 at its April 15 meeting to establish a policy allowing credits on sewer bills when water leaks from a non-fixture location and never enters the sewer system, setting the relief threshold at 100 percent of a customer's three-year average usage — a significant reduction from the 500 percent Provincetown model the board had initially considered.
