Orleans Select Board Votes 5-0 to Advance FY27 Budget Toward Town Meeting

ORLEANS — March 18, 2026 — Orleans Select Board advances $56 million FY27 operating budget and hears debt warning. The board voted 5-0 Wednesday to receive Finance Director Darren Tangeman's FY27 budget memorandum and direct staff to incorporate feedback into final town meeting warrant recommendations, with core operating expenses at approximately $56.1 million — a 6.7 percent increase over FY26. Consultant Scott Walker warned that by FY31 the town's debt-to-budget ratio is projected to reach 19.86 percent, just under the 20 percent ceiling required to preserve the town's triple-A bond rating, driven by expected borrowing for a fire rescue station estimated at roughly $60 million and ongoing sewer construction. Finance Committee member Alice Thomason pushed back, noting that 32 percent of Orleans residents are housing-cost-burdened and that fiscal benchmarks do not capture what residents on fixed incomes can actually absorb. The board also approved committee appointments for four residents and unanimously approved a Verizon New England request to install 650 feet of two-inch conduit on Eldredge Park Way, while Town Counsel Karis North found both citizen petition warrant articles legally deficient — one seeking a new Council on Aging position out of order under the town charter, and one seeking a residential tax exemption resolution lacking a required appropriation.
