Orleans Historic District Committee Approves Barn, Solar Array, and Renovation Applications

ORLEANS — March 5, 2026 — Orleans Historic District Committee unanimously approved three certificates of appropriateness at its March 5 meeting, with the most significant action clearing a $216,000 agricultural barn for the town's Putnam Farm Conservation property at 239 Rock Harbor Road. Conservation Agent John Janelle told the committee the 640-square-foot barn — funded by a $166,000 Massachusetts Department of Agricultural Resources grant and $50,000 in local Conservation Commission funds — must be constructed by July 1 and will provide the farm's first permanent processing, storage, and public gathering space after more than 15 years of planning since the town's 2010 acquisition of the former Log Cabin Nursery site. The committee also approved a modified rooftop solar array at 48 Defiance Lane, brought back for full review after the Orleans Fire Department required layout changes following installation, and a Cape Cod renovation at 8 Off-Road including a front porch addition and siding replacement for new owners Tom and Carol Guerra. In a lengthy post-vote discussion, the chair flagged two errors in the town's new online application form — an incorrect color-approval statement and a 45-day-waiver checkbox he called "an improper request from the committee" — and raised concerns about the practice of allowing the chair alone to grant administrative exemptions without abutter notification, citing a Sandwich case in which an improperly granted exemption was successfully appealed.
