Orleans Fire Station Committee Advances Designer Search, Debates Feasibility of May Vote

ORLEANS — October 27, 2025 — Orleans fire station building committee launches designer search while questioning May town meeting timeline. The committee met October 27 with newly retained owner's project manager Rick Pomeroy of Pomeroy Associates, who outlined a procurement schedule designed to have a designer under contract before the Christmas holiday — with a Central Register notice due Thursday, submissions by late November, interviews around December 12, and a contract award by December 19. But members including DPW Director Rich Waldo pushed back on whether two and a half months for site investigation and schematic design was realistic, with Waldo calling the site "entirely different" from prior feasibility study assumptions. The committee has $4.5 million in hand for design; the Camros feasibility study puts cost escalation at more than $1 million per six months of delay. Member Peter Kineen also raised concerns about a net-zero emissions mandate in the committee's charge, citing a 20 to 25 percent construction cost premium, and the committee informally agreed to explore structuring net-zero elements as additive bid alternates rather than base-design requirements. The committee will meet again Monday, November 3, at 5:15 p.m. to review a full draft RFQ and compare an aggressive May town meeting schedule against a more realistic fall alternative.
