Orleans CPC Votes to Add $250,000 in Park Bonding

Orleans Community Preservation Committee adds $250,000 in bonding for Eldredge Park lighting over one member's objection. The panel, newly led by Chair Joan Francolini with John Lippman as vice chair and Dick Hillmer as clerk, voted 7-1 to raise its bond cap for pickleball and tennis-court lighting at the $3.98 million Eldredge Park playground project while a $425,000 state grant decision remains pending. Historical Commission representative Charles Selmas dissented, warning "I think we're borrowing from our future." Select Board member Michael Herman, who abstained from a related Select Board vote the night before, said he wanted CPC deliberation first.
Town Accountant Cedric Souza reported a certified $1.3 million fund balance and flagged debt service near 20 percent of revenue through 2032. The committee also closed out $8,805 and $43,750 in completed open-space project accounts.
