Finance Committee Presses For Sewer-Alternative Pilot

Orleans Finance Committee warns sewer buildout could cost $850 million without alternatives. Meeting jointly with the Wastewater Management Advisory Committee, Finance Committee member Todd Sullivan projected completing sewer phases four through 16 could run close to $850 million, versus roughly $250 million if the town expands use of composting toilets and urine-diversion systems in low-density areas. "There's no better incentive for the homeowner than free," Sullivan said of a proposed rebate program.
Chair Elaine Baird said the town's free cash is fully committed elsewhere, so a $740,000 demonstration-project article will wait for the May 2027 annual town meeting rather than this fall's warrant. Separately, the advisory committee voted 4-0 to support a $100,000 warrant article studying nitrogen attenuation at Pochet Marsh, after a similar study already yielded a 470-kilogram annual nitrogen credit this year.
