Finance Committee · Meeting of July 9, 2026

ORLEANS — The Orleans Finance Committee unanimously approved $24,403 in fiscal year-end reserve fund transfers. Chair Elaine Baird explained the committee was reviewing requests from the Town Manager and Finance Department; the two transfers approved included $23,403 for Veterans' Benefits and $1,000 for Police salaries, resulting in a Reserve Fund balance decrease from $71,800 to $47,397. The Finance Director attributed the salary transfers primarily to collective bargaining agreements settled after the FY26 budget preparation.

The committee discussed surplus funds in the Group Insurance account resulting from lower-than-projected health insurance costs, vacancies, and employee opt-outs, and agreed to report back on whether the town's health insurance plan is experience rated.
