Water · Meeting of October 27, 2026

Orleans previewed a preliminary $7,900-per-unit Phase II sewer betterment estimate. AECOM project manager Tim Harrison told the Wastewater Management Advisory Committee, chaired by Select Board member Kevin Galligan, that the town will recover about $4.7 million of the roughly $23.5 million net Phase II project cost through betterments split across about 600 sewer units in the 411-property service area. The charge could hit tax bills as early as July 2027, financed over 30 years at an interest rate the bylaw caps at up to 2 percent above the town's borrowing rate; Phase 1's rate was zero percent.

A resident identified as Steve pushed back, saying "there's not enough information in this presentation" regarding how commercial water use factors into the formula. Assessor Brad Hynote said sewer hookups do not automatically raise assessed property values. No votes were taken.
