ORLEANS — Wastewater panel backs Pleasant Bay watershed agreement. The Orleans Wastewater Management Advisory Committee unanimously recommended that the Select Board approve a revised intermunicipal agreement governing the Pleasant Bay Watershed Permit. Chair Kevin Galligan reported that Phase 3 sewer construction bids opened at $18.5 million for the low bidder Robert B.
Our, with total project costs including management and contingency climbing to approximately $30 million, still well below the $40.5 million approved at Town Meeting in May 2025. Michael Giggey of Wright-Pierce presented findings on the town's approximately 80 innovative and alternative septic systems, noting that while capable of 10 mg/l average effluent quality, they require intense town oversight, monthly sampling, and rapid repair response to be effective for TMDL compliance.
