Orleans Affordable Housing Trust received updates on major projects with no formal votes recorded. Elizabeth Jenkins, Assistant Director of Planning and Community Housing, reported that the Governor Prence Inn redevelopment comprehensive permit application remains before the Zoning Board of Appeals, with a hearing continued to July 29, 2026, and demolition funded through $2.65 million in public sources: a $500,000 grant, a $650,000 state grant, and $1.5 million from the Trust. Kim Bourgea, Executive Director of the Harwich Ecumenical Council for Housing, discussed the Emergency Loan Program, which offers deferred 0 percent interest loans to income-qualified homeowners; since 2017, the program has assisted approximately 11 Orleans homeowners, with a current maximum loan of $25,000, though rising construction costs may prompt the Trust to consider an increase.
The Trust also received an update on the proposed transfer of 22 Old Tote Road to the Housing Assistance Corporation with draft deed restrictions prepared for units affordable to 120 percent of Area Median Income households.
